International IDEA conducted an online training session on April 21, 2026, for approximately 50 representatives of Ukraine's Central Election Commission (CEC). The training focused on equipping the CEC with advanced artificial intelligence tools to enhance its capability in developing clear, consistent, and visually engaging communication materials. This initiative is part of a broader effort to strengthen institutional communication and adapt to the evolving digital landscape in electoral processes, promoting democratic principles, transparency, and accountability within Ukraine.
Training Objectives and Participant Engagement
The core objective of the training was to fortify the Central Election Commission’s ability to produce high-quality, visually appealing, and coherent communication materials, thereby bolstering its overall institutional communication strategies. The online session, held on April 21, 2026, successfully convened around 50 participants from the CEC, underscoring a significant commitment to digital upskilling within the Ukrainian electoral body.
Leveraging AI for Visual Content Creation
The comprehensive program introduced attendees to practical methodologies for integrating artificial intelligence tools, specifically ChatGPT and Canva, into the workflow of visual content development. Participants received in-depth technical instruction complemented by real-world examples directly applicable to the functions of electoral management bodies. A key segment involved learning how to meticulously craft prompts for AI image generation, emphasizing critical elements such as subject matter, contextual relevance, desired artistic style, and level of detail, and understanding their impact on the final visual output. Furthermore, the training provided hands-on guidance on using Canva to create and customize visual assets, including effective utilization of templates and consistent application of organizational branding guidelines like color schemes, typography, and overall visual identity. A substantial portion of the session was dedicated to practical exercises, enabling participants to develop their own visual content, experiment with diverse prompt designs, and explore various methods for adapting AI-generated visuals for official institutional communication purposes.
Responsible AI Use and Broader Project Context
Beyond the technical aspects, the training facilitated an important discussion regarding the expansive opportunities presented by AI tools, alongside their inherent limitations. This segment critically highlighted the imperative of responsible AI utilization, the necessity for a discerning and critical evaluation of AI-produced outputs, and the non-negotiable requirement of maintaining robust human oversight throughout all communication processes. This educational event was seamlessly integrated into the framework of the U-VOTE project, an initiative financially supported by Norway and collaboratively executed by International IDEA in conjunction with the Central Election Commission of Ukraine. This particular training is a vital component of International IDEA’s overarching strategic endeavors to assist the Central Election Commission of Ukraine in significantly enhancing its communication infrastructure and effectively adapting to the constantly evolving array of digital instruments, thereby ensuring that all innovations introduced into electoral processes remain firmly anchored in foundational democratic principles, uphold transparency, and reinforce accountability.
