Landmark bipartisan legislation creates the country's strongest AI accountability framework while supporting responsible innovation
The Artificial Intelligence Safety Measures Act, signed by Governor Pritzker, establishes a pioneering framework for AI safety, transparency, and accountability in the nation. This law mandates that developers of the largest advanced AI systems publicly disclose their safety practices, report significant safety incidents, and maintain robust compliance processes. It also creates confidential reporting channels and whistleblower protections for employees who raise AI safety concerns. Notably, Illinois is the first state to require regular independent third-party safety audits of covered AI systems, ensuring that oversight is conducted by qualified experts without financial conflicts of interest. This legislation reflects Illinois' commitment to fostering technological innovation responsibly, by setting clear expectations for the industry, providing public protections, and offering greater certainty for companies investing in AI development.
Governor Pritzker has consistently championed policies that promote responsible technology, including initiatives to protect children online and hold large technology platforms accountable when their products pose risks to consumers. SB 315, which aligns with these efforts, passed the General Assembly with strong bipartisan support and is scheduled to take effect on January 1, 2027. Various officials and industry leaders have voiced their support, highlighting the law's importance. House Speaker Emanuel "Chris" Welch emphasized the human-centric approach to technology, while Senate President Don Harmon noted the consumer safety check it provides and its potential as a national model for transparency and responsibility. State Senator Edly-Allen and State Representative Daniel Didech stressed the need for proactive safeguards against catastrophic AI risks, particularly concerning children. Nick Beckstead, CEO of Secure AI Project, and Cesar Fernandez, Head of U.S. State and Local Government Relations at Anthropic, praised Illinois for being the first state to mandate independent third-party evaluations of AI safety practices, making it the strongest AI law in the country and a new template for responsible AI governance.
