This legislation requires social media companies to implement age verification for users and obtain parental or legal guardian consent for minors to access addictive algorithmic feeds. It prohibits sending notifications to minors between 9:00 p.m. and 8:00 a.m. and mandates a default one-hour daily limit for personalized algorithmic content for minors, which can be adjusted with parental permission. Companies are also required to annually disclose user statistics, including parental consent rates and average time spent on the platform.
Safe regulation of artificial intelligence
The legislation introduces critical AI regulations to safeguard Connecticut residents from potential digital harms. This includes requiring AI chatbot operators to make reasonable efforts to detect suicidal ideations or indicators of self-harm in users and to have protocols in place to respond with appropriate resources. Additionally, it mandates employment disclosures, ensuring that employees are informed when AI is utilized in hiring and employment decisions to prevent unintended discrimination.
